Strategic Goals
The Corporation has identified nine strategic goals through which it will deliver its vision for Thurrock. These are:
Goal 1 - Environment for Growth
Creating the economic environment to accommodate 18,500 new homes and 26,000 new jobs in the period up to 2021. We will do this by:
- Bringing forward land for development;
- Improving access to jobs, health, education, leisure and community facilities;
- Delivering quality development that attracts people and business to the area;
- Protecting and enhancing the ecology and the biodiversity of the area;
- Reducing the need to travel and improving the provision of public transport;
- Being socially inclusive and considering the needs of women, young people and children, the elderly and disabled, black and minority ethnic groups and other disadvantaged people;
- Ensuring quality in design and construction.
Goal 2 - Learning and Skills
Increasing participation and attainment in life long learning and skills development. We will do this by:
- Placing education and skills development at the core of the Regeneration Framework;
- Encouraging improvement in skills and qualifications;
- Supporting partners and seeking financial contributions from all sectors to enable the development of new educational and training facilities;
- Promoting further and higher education in the Borough by bringing together the strategic and commissioning bodies;
- Encouraging learning providers to be more responsive to the needs of businesses and Thurrock's communities;
- Locating training facilities in the most accessible locations;
- Capturing the talent of Thurrock's young people.
Goal 3 - Economy and Employment
Creating diversity in Thurrock's economy and providing a wide range of jobs with a future. We will do this by:
- Supporting and modernising Thurrock's employment base;
- Promoting new development in existing town centres;
- Exploring opportunities for processing and recycling materials locally, utilising new cleaner technologies;
- Identifying strategic locations for new and growing industries;
- Promoting inward investment to maximise new business opportunity;
- Capturing employment opportunities resulting from the growing public sector;
- Securing the maximum economic benefit from existing business activity;
- Supporting improvements to the existing employment base and ensuring appropriate business retention.
Goal 4 - Housing
Improving quality and choice in the provision of housing. We will do this by:
- Facilitating the delivery of a balanced supply of housing and creating new communities with appropriate social and physical infrastructure;
- Developing and integrating the mix of homes with particular emphasis on quality and affordability. Incorporating environmental standards including EcoHomes, Lifetime Homes and modern methods of construction;
- Preparing master plans for key geographical areas in Thurrock, ensuring quality through the use of development briefs and design guidelines for specific sites;
- Ensuring that housing is of the highest quality in design and construction;
- Creating safe communities through sensitive development where crime and disorder will not undermine the quality of life and social cohesion;
- Addressing the housing needs of Thurrock’s existing communities.
Goal 5 - The Infrastructure
Providing modern and effective social and physical infrastructure and ensuring quality in the delivery of public services. We will do this by:
- Enhancing the quality and provision of all public services, including health, education, transport and community infrastructure;
- Securing funding from the public and private sectors to ensure the development of new community services;
- Working with existing public bodies to ensure that they have the capacity for expansion and improvement;
- Promoting a healthy living and wellbeing agenda;
- Involving the voluntary sector in all aspects of strategic development and delivery to achieve a sense of wellbeing and pride in the community;
- Creating safe and healthy environments through high standards in construction and design.
Goal 6 - Open Space
Enhancing the quality, use and accessibility of green open space and public realm. We will do this by:
- Ensuring the protection and enhancement of Thurrock's ecology, wildlife and landscape;
- Linking green and open spaces to maximise the value of the environment;
- Supporting biodiversity through spatial and area master planning;
- Ensuring the integration and delivery of the South Essex Green Grid;
- Utilising the quality of green space and public realm to facilitate growth;
- Creating new open spaces within urban areas;
- Ensuring that sporting and recreational needs are properly addressed;
- Encouraging participation in projects that focus on green space and public realm;
- Transforming previosuly used contaminated land to high quality protected wildlife habitats.
Goal 7 - Leisure and Culture
Increasing the provision and quality of leisure and entertainment facilities and promoting tourism, the arts and cultural development. We will do this by:
- Supporting opportunities for entertainment and leisure development;
- Capturing the value of the riverside togther with Thurrock's seafaring and military heritage;
- Creating vibrant and attractive town centres as places to live, work and visit;
- Promoting the role of arts and creative industries in regeneration and development;
- Making entertainment, leisure and cultural opportunities more accessible;
- Promoting Thurrock as a destination of choice.
Goal 8 - Transport
Improving accessibility through the provision of new and improved transport infrastructure. We will do this by:
- Delivering improvements to the strategic and local highway network, including the M25 and A13;
- Promoting the delivery of a rapid transit public transport system, connecting communities with town and neighbourhood centres, Lakeside, and key transport interchanges, firmly linking Thurrock with Essex, Kent and London;
- Securing funding from the public and private sectors to improve Thurrock's transport infrastructure and related services;
- Maximise the benefit afforded by Thurrock's riverside location;
- Examining the need for new river crossings to alleviate congestion.
Goal 9 - The Environment
Ensuring that development and regeneration takes place in an environmentally sensitive and sustainable way. We will do this by:
- Requiring new buildings to meet the highest standards for environmental performance;
- Promoting the efficient use of water and working with the utility companies to find new sources of drinking water through means such as desalination, waste water treatment and improved drainage and recycling;
- Utilising renewable energy sources such as wind turbines, solar panels and micro combined heat and power plants;
- Improving waste management in development through the use of modern methods of construction;
- Improving the management and disposal of household and industrial waste across the Borough;
- Promoting new facilities for refuse and recycling;
- Maximising the economic benefits afforded by new technologies in waste management;
- Integrating flood risk management in plans and stratgies and ensuring that suitable flood defence measures are put in place;
- Ensuring planning permissions deliver the highest possible standards in the quality of the built environment;
- Reducing the demand for treated water, energy and materials.
